How makes that “Floppy” tape measure Frank is using in his YouTube videos?

I haven't saw any of his youtube videos in a while but my wife has a flexible tape measure that she got from the fabric store.

Similar, not seen Frank's but I just nicked my wife's dressmaker's tape measure. Also known as a tailor's tape measure, they are normally cloth or flexible plastic.

There are also extra long ones on reels with a winding handle, seen them used in groundworks, surveying and such.

I have used tis style circumference tape for years. Flip the tape over and it gives the tank circumference to the 1/64"
The top side is just a normal tape. I carry one in my pocket religiously, and twice on Sunday. :)
